Safeguarding and Protection Officer (Senegal)

As part of the HERS project, which supports young women’s economic empowerment and leadership in Senegal and The Gambia, Tostan is recruiting a Safeguarding and Protection Officer (Senegal). The position is based in Senegal (duty station to be confirmed), with regular travel to program areas.

Your role

Reporting directly to the Head of Safeguarding and Compliance, you will coordinate the safeguarding and protection of communities, participants and program staff in Senegal. You will ensure that Tostan’s safeguarding policies (PSEA, child protection, fraud and harassment prevention), donor requirements and national legislation are consistently applied. You will be responsible for:

• integrating safeguarding measures into program planning, activities, events and partnerships, and carrying out risk assessments and mitigation plans;
• training and briefing staff, partners and stakeholders on PSEA/PSEAH, the Code of Conduct and reporting channels, and supporting zonal safeguarding focal points;
• developing safeguarding messages and tools adapted to different audiences and local languages;
• ensuring that reporting channels are accessible, safe and confidential, and keeping referral service directories up to date;
• receiving, documenting, triaging and following up on reports and incidents in line with procedures, the need-to-know principle and a survivor-centered approach;
• conducting compliance monitoring visits, tracking corrective actions, producing periodic reports and contributing to audits and compliance reviews.

Profile

• Bachelor’s degree (minimum) in law, social sciences, human resources management, social work, administration or a related field.
• At least 5 years of relevant professional experience in safeguarding, protection, compliance or human resources, including at least 3 years in a role with similar responsibilities, preferably in an NGO.
• Experience in adult training, risk assessment and setting up reporting mechanisms.
• Sound knowledge of confidentiality principles, survivor-centered approaches and referral pathways.
• Excellent French and a good level of English. Speaking one or more relevant national languages is a strong asset.
• Certified training in PSEA and child safeguarding, and good knowledge of the Senegalese and Gambian contexts, are assets.
• Integrity, discretion, empathy, sound professional judgment and the courage to escalate risks to the right level.

Contract: Fixed-term project contract, aligned with the duration and needs of the project.
