Full Time (40 hours / week)
Location : Dakar, Senegal with 40% travel to Senegal regions, Gambia, Guinea-Conakry, Guinea-Bissau, Mauritania, Somalia, and Djibouti.
Direct Supervisor : MERL Coordinator
Coordinates with : Volunteer Coordinator, Director of Operations, Executive Director, Director of the Program Implementation Team, National Coordinators, MERL International Assistants, MERL Coordinators in National Coordinating Offices, MERL volunteers
Qualifications :
-
BA in social science, development, management, or a related field ; a Master’s student is preferable
-
Spoken and written fluency in either French or English and basic competency in the other language
-
Minimum of two (2) years’ experience in an NGO as a manager and/or in monitoring and evaluation
-
Experience managing multicultural teams
-
Communicative, analytical, capable of managing complex tasks and discussing them with multiple stakeholders
-
Able to work with external stakeholders involved in planning and executing external evaluations and research
-
Proficient in software programs such as Word, Excel, and Access, and their application to M&E systems
Responsibilities :
-
Assist the Coordinator in carrying out the mission of the MERL Department:
-
Assist the Coordinator in coordinating and supporting M&E systems and processes in relation to Tostan programs and action research in the countries of intervention. We accomplish this goal by promoting participatory approaches and organizational learning in order to accomplish Tostan’s mission.

Assist Tostan International in achieving its objectives in collaboration with the Tostan National Coordinating Offices (Monitoring, Harmonizing, Support, Sharing, and Evaluation)

Work with a team to design a monitoring and evaluation plan for each Tostan project
-
Define the logical framework, expected outcomes, and monitoring and evaluation indicators for the CEP for each project, create systems of data-reporting, and ensure the introduction of innovative, up-to-date M&E methods.

Be the point-person for managing the implementation of the action plan for the harmonization of MERL systems in 2-3 Tostan National Coordinating Offices across Africa.

As part of a team, plan and carry out trainings to strengthen staff members’ skills in M&E and research techniques.

Supervise internal assessments, program evaluations, and narrative reports
-
Ensure regular and timely on-the-ground data collection, data-reporting, data analysis, and accessible presentation of findings

Give feedback on reports, proposals and other documents written by Tostan International or the volunteers based in countries.

Support the collection and presentation of lessons learned to staff and the integration of these lessons into new projects.
Deliverables :

Participation in weekly MERL team meetings

Monitoring of the action plan and collaborations with National Coordinating Offices

Trainings to strengthen staff members’ skills, conducted August through December, 2008
-
Timely visits to National Coordinating Offices to assess data quality and program implementation
-
Improved quality of data collection, presentation of M&E findings, and language in grant proposals
-
Systematic return of data to the level of Community Management Committees and presentation of new strategies and evaluations to Tostan staff.
